By virtue of the authority vested in me by Paragraph B of Section 2 of Article III of the Constitution of Louisiana, I, M.J. "Mike" Foster, Jr., Governor of the State of Louisiana, HEREBY CALL AND CONVENE THE LEGISLATURE OF LOUISIANA INTO EXTRAORDINARY SESSION to convene at the State Capitol, in the city of Baton Rouge, Louisiana, during twenty-seven calendar days, beginning at 5:00 o'clock p.m. on the 19th day of March, 2000, and ending no later than 6:00 o'clock p.m. on the 14th day of April, 2000. The power to legislate at such session shall be limited, under penalty of nullity, to the following specified enumerated objects: ITEM NO. 1: To amend the Constitution of Louisiana relative to economic development, to authorize the legislature to create a corporation for the public purpose of serving as the principal economic development organization for the state of Louisiana, and otherwise to provide with respect thereto. ITEM NO. 2: To legislate relative to economic development, to provide for the creation of a corporation as the principal economic development organization for the state, to provide for the reorganization or abolition of the Department of Economic Development, to provide for transfer of certain entities, to provide relative to cooperative economic development, and otherwise to provide for related matters. ITEM NO. 3: To legislate relative to the leasing of university property and procurement of research equipment to facilitate the development of research and technology projects at state universities, and to provide relative thereto. ITEM NO. 4: To amend Title 47 of the Louisiana Revised Statutes of 1950, relative to the imposition of existing sales and use taxes, the existing exemptions thereon, and to provide for related matters. ITEM NO. 5: To amend the Constitution of Louisiana to authorize laws proposed by the legislature to be adopted or rejected by the electorate by referendum, and to provide with respect thereto. ITEM NO. 6: To amend the Constitution of Louisiana relative to expenditures of state funds, to authorize the reduction of certain mandatory expenditures, appropriations, and allocation from State General Fund, dedicated funds and other funds and to provide for related matters. ITEM NO. 7: To legislate relative to implementation of a proposed constitutional amendment to authorize the reduction of certain mandatory expenditures, appropriations, and allocation from state general fund, dedicated funds and other funds and to provide for related matters. ITEM NO. 8: To amend Title 27 of the Louisiana Revised Statutes of 1950, to reduce the maximum number of licenses to conduct gaming activities on river boats which may be issued in the state from fifteen to fourteen, and to provide for related matters. ITEM NO. 9: To amend Chapter 2 of Title 27 of the Louisiana Revised Statutes of 1950, to provide relative to hearing officers, uniform rules, limitations and restrictions on transferring licenses or permits and ownership, or economic and security interests in connection therewith, to require findings of suitability of persons or entities the Louisiana Gaming Control Board deems necessary in the public interest, to provide relative to the limitation of employment of certain employees of the Department of Public Safety and Corrections and Department of Justice, to provide for civil penalties in connection with violation of the Chapter, to provide relative to the appointment and membership of the Board, and otherwise to provide with respect thereto. ITEM NO. 10: To legislate relative to importation of wine by individuals into the state of Louisiana, and otherwise to provide with respect thereto. ITEM NO. 11: To amend and reenact R. S. 17:3048.1 to extend the number of years graduates of certain non-public schools may become eligible for awards under the Tuition Opportunity Program for Students, and to provide for related matters. ITEM NO. 12: To legislate relative to Louisiana State University at Alexandria and otherwise to provide with respect thereto. ITEM NO. 13: To amend Title 17 of the Louisiana Revised Statutes of 1950, to authorize the imposition of penalties upon students missing certain administrative deadlines in lieu of disqualification under the Tuition Opportunity Program for Students, and to provide relative thereto. ITEM NO. 14: To legislate with respect to Title 17 of the Louisiana Revised Statutes of 1950, to repeal the Minimum Salary Schedule and to provide for the implementation of a process for legislative input into any teacher's salary schedule upon adoption of the Minimum Foundation Formula, and to provide relative thereto. ITEM NO. 15: To provide that certain educational tests given by the state shall not be subject to the Public Records Act, and otherwise to provide with respect thereto. ITEM NO. 16: To amend certain provisions of Title 11 and Title 17 of the Louisiana Revised Statutes of 1950, to authorize the hiring of retired teachers, provided that normal contributions shall be made to the Louisiana Teachers Retirement System on any salary received, the persons continue to receive retirement benefits without any reduction, upon completion of such employment the persons shall receive a supplemental retirement benefit based on the additional time in the system, and otherwise to provide with respect thereto. ITEM NO. 17: To amend Title 17 of the Louisiana Revised Statutes of 1950, to modify the Teacher Assessment and Mentoring Program, and to provide with respect thereto. ITEM NO. 18: To authorize the Board of Elementary and Secondary Education to forgo certain requirements, subject to legislative notification and objections, for the purpose of obtaining maximum federal funding flexibility under the "Ed-Flex" Program, and otherwise to provide with respect thereto. ITEM NO. 19: To amend Title 17 of the Louisiana Revised Statutes of 1950, relative to the liability of school systems for the loss, theft, breakage or destruction of assistive technology devices while in the possession of parents or guardians of the students, and to provide relative thereto. ITEM NO. 20: To authorize local school boards to contract with private entities for items, services, or programs, and to provide with respect thereto. ITEM NO. 21: To amend Title 17 of the Louisiana Revised Statutes of 1950, to provide for certification of teachers, to require the Board of Elementary and Secondary Education to have in place by a specific date necessary changes to authorize alternate certification, and to provide with respect thereto. ITEM NO. 22: To amend Title 17 of the Louisiana Revised Statutes of 1950, to clarify that local school boards shall provide an education for foster children temporarily residing within the jurisdiction of the school district, and to provide with respect thereto. ITEM NO. 23: To legislate with regard to the Research Park Corporation contained in Title 17 of the Louisiana Revised Statutes of 1950, and otherwise to provide with respect thereto. ITEM NO. 24: To legislate relative to the ability of universities and colleges to convert research and development into economic development initiatives, and to provide with respect thereto. ITEM NO. 25: To amend Title 17 of the Louisiana Revised Statutes of 1950, to provide for proprietary school license standards, procedures, and requirements, to provide for license revocation procedures, to provide for the permitting and bonding of solicitors, to provide for the use of fees collected for the issuance or renewal of solicitor permits, and to fund the digitization of student records. ITEM NO. 26: To amend the Public Bid Law and Procurement Code, to provide for procedures, receiving or sending notices, designation of commodities of interest, selection, bidding, protesting, and otherwise to provide with respect thereto. ITEM NO. 27: To legislate relative to the tobacco settlement, to make technical changes and/or corrections to the model statute which is part of the master tobacco settlement, to provide for the sale or transfer of all or a portion of the State's interest in the master settlement agreement; to provide for the creation of or authorization of a single purpose entity for such purpose; to provide for the disposition, deposit, or investment of the receipts of such sale or transfer consistent with the constitutional amendment of 1999, and to provide for related matters. ITEM NO. 28: To provide for the appointment of an additional member to the Millennium Port Authority from lists provided by the Louisiana Landowners Association and provide that the Secretary of the Department of Transportation and Development and the Secretary of the Department of Economic Development or his successor, are voting members of the authority. ITEM NO. 29: To amend Title 42 of the Louisiana Revised Statutes of 1950, and to repeal other provisions all relative to the State Employees Group Benefits Program in order to remove the two year limitation on future contracts for life insurance and health and accident benefits, to provide with respect to grouping risks and multiple classifications for the purpose of establishing premiums, to require experience ratings of groups that are entered into the program on or after July 1, 2000, and otherwise to provide with respect thereto. ITEM NO. 30: To amend Chapter 1 of Title 49 of the Louisiana Revised Statutes of 1950, to provide relative to the Louisiana State Poet Laureate, to provide for a selection committee, to provide for criteria for the selection, to provide for nomination, and to provide for related matters. ITEM NO. 31: To amend Titles 49 and 56 of the Louisiana Revised Statutes of 1950, relative to oyster leases, to provide for the renewal or extension of leases located in impact areas of coastal restoration projects, to provide for renewal of oyster leases in impact areas of operational coastal restoration projects, to provide relative to lease terms for leases retained in connection with the oyster lease relocation program, to provide relative to the risk of operating in an affected area, to provide relative to coastal restoration, by providing for certain hold harmless provisions for state and local political subdivisions, relative to licensees and permittees, and to provide with respect thereto. ITEM NO. 32: To amend Title 42 of the Louisiana Revised Statutes of 1950, relative to certain exceptions of the Code of Governmental Ethics concerning appointed members of the Workforce Investment Board, and to provide for related matters. ITEM NO. 33: To amend Title 17 of the Louisiana Revised Statutes of 1950, relative to authorizing the state to operate the New Orleans Center for the Creative Arts, and otherwise to provide with respect thereto. ITEM NO. 34: To amend Title 13 of the Louisiana Revised Statutes of 1950, relative to indemnification of state employees to insure certain employees are protected against gross negligence of a subordinate employee, and otherwise to provide with respect thereto. ITEM NO. 35: To amend and reenact the provisions of Act No. 1221 of the 1999 Regular Session providing for the casino support services contract relative to the effective dates of the Act. ITEM NO. 36: To amend Title 44 of the Louisiana Revised Statutes of 1950, to exempt certain records in the custody of the Crime Victims Reparations Board from the public records law, and to provide for related matters. ITEM NO. 37: To appropriate funds out of the State General Fund to fund the expenses of the extraordinary session of the legislature and to provide other supplemental appropriations, and to provide with respect thereto. ITEM NO. 38: To authorize agencies, boards, offices, institutions, commissions, departments, or other entities of the executive branch to increase fees, tuitions, co-payments, charges, assessments or reimbursements for licenses, permits, inspections, programs or any services, to authorize the imposition of new fees, tuition, co-payments, charges, assessments or reimbursements, to authorize the imposition or increase of civil fines or penalties, to provide for reciprocity and related policies, to repeal any law contrary thereto, and otherwise to provide with respect thereto. ITEM NO. 39: To establish a future medical expenses and related benefits care fund, to provide for its purposes, to provide for deposit of monies in the fund, to provide for use in administration thereof, and otherwise to provide with respect thereto. ITEM NO. 40: To legislate relative to Title 37 of the Louisiana Revised Statutes of 1950, to provide for the use of volunteer citizen labor for the construction of a project which is funded by the Louisiana Community Development Block Grant Program, Louisiana Small Town Environment Program, and otherwise to provide with respect thereto. ITEM NO. 41: To amend Title 37 of the Louisiana Revised Statutes of 1950, relative to the Louisiana Auctioneer Licensing Board, to clarify existing law to allow the Board to issue licenses to auctioneer businesses which come into the state, to provide for bond requirements for licensees and to eliminate the Auctioneer's Recovery Fund, and otherwise to provide with respect thereto. ITEM NO. 42: To amend Title 47 of the Louisiana Revised Statutes of 1950, to authorize the Department of Revenue to mail certain notices of determination and assessment to the taxpayers, and otherwise to provide with respect thereto. ITEM NO. 43: To amend and reenact R. S. 47:305(E) relative to the levy of the sales and use tax, and otherwise to provide with respect thereto. ITEM NO. 44: To amend and reenact R. S. 39:1536 and 1543 relative to risk management law, to provide for implementation of loss prevention audits and associated premium adjustments for agencies of the Department of Health and Hospitals, to define the term "agencies" that pertains to the Department of Health and Hospitals, and otherwise to provide with respect thereto. ITEM NO. 45: To legislate relative to the issuance of birth certificates, and otherwise to provide with respect thereto. ITEM NO. 46: To amend and reenact R. S. 28:772 relative to the distribution of certain funds by the Department of Health and Hospitals, Office of Addictive Disorders, and to provide for related matters. ITEM NO. 47: To legislate relative to a state "open container law". ITEM NO. 48: To legislate relative to "repeat intoxicated drivers". ITEM NO. 49: To legislate relative to the record keeping and reporting of commercial fishery data, and otherwise to provide with respect thereto. ITEM NO. 50: To amend and reenact R. S. 46:450.1 relative to the Electronic Benefit Transfer System, and otherwise to provide with respect thereto. ITEM NO. 51: To amend Title 46 of the Louisiana Revised Statutes of 1950, relative to the Traumatic Head and Spinal Cord Injury Trust Fund, to provide for payment of administrative costs of running the program out of the fund, and otherwise to provide with respect thereto. ITEM NO. 52: To legislate relative to the creation of "drug courts", to allow alternative forms of penalties relative to persons convicted of certain crimes, and otherwise to provide with respect thereto. ITEM NO. 53: To amend Title 15 of the Louisiana Revised Statutes of 1950, relative to eligibility for parole, the earning or forfeiture of "good time", the forfeiture of diminution of sentence, the discipline of inmates, and otherwise to provide with respect thereto. ITEM NO. 54: To revise the Louisiana Code of Criminal Procedure relative to monthly fees paid by persons who are under the supervision of the Department of Public Safety and Corrections while on probation, and otherwise to provide with respect thereto. ITEM NO. 55: To amend and reenact R. S. 30:2484 relative to expenditures from the Oil Spill Contingency Fund, and to provide for related matters. ITEM NO. 56: To legislate relative to the Cosmetology Board, to provide for fees, existing examination rules, jurisdiction of the division of administrative law, and otherwise to provide with respect thereto. ITEM NO. 57: To amend Title 15 of the Louisiana Revised Statutes of 1950, to provide for uniform court cost assessments in each judicial district for the benefit of the judicial district indigent defenders boards and otherwise to provide with respect thereto. ITEM NO. 58: To legislate relative to the naming of Third Street in Kenner, Louisiana, and to provide for related matters. ITEM NO. 59: To provide relative to the parcel fee collected by the Lakeview Crime Prevention District, and otherwise to provide with respect thereto. ITEM NO. 60: To amend and reenact R. S. 46:236.5 to provide an incentive payment for collection and expediting the support enforcement processes for the district attorney of the Twenty-second Judicial District, and to provide for related matters. ITEM NO. 61: To amend Title 16 of the Louisiana Revised Statutes of 1950, relative to payments to the district attorney of the Twenty-second Judicial District, to provide for additional non-refundable court costs, and to provide for related matters. ITEM NO. 62: To authorize the Bienville Parish School Board to sell certain sixteenth section lands by public sale or sealed bid, and otherwise to provide with respect thereto. ITEM NO. 63: To legislate relative to the appointment of commissioners to the Sabine River Authority, to prohibit any personal gain by said commissioners in their role as commissioner, and otherwise to provide with respect thereto. ITEM NO. 64: To amend Title 33 of the Louisiana Revised Statutes of 1950, to authorize the governing authority of the village of Edgefield to abolish the office of police chief, to provide for the filling of the office by appointment, to provide for obtaining law enforcement services, and otherwise to provide with respect thereto. ITEM NO. 65: To amend Title 33 of the Louisiana Revised Statutes of 1950, to provide for the appointment of the chief of police for the town of LeCompte, and otherwise to provide with respect thereto. ITEM NO. 66: To authorize an increase in the membership of the River Region Cancer Screening and Early Detection District, and to provide for related matters. ITEM NO. 67: To legislate relative to the levy and collection of ad valorem taxes by fire protection districts in areas which have been annexed into municipalities in St. Tammany Parish, and otherwise to provide with respect thereto. ITEM NO. 68: To provide for the creation of tourist commissions in the parishes of Morehouse and East Carroll, to authorize the Morehouse Tourist Commission to levy a hotel occupancy tax to fund the commission operations, not to exceed 3%, and to authorize the East Carroll Parish Tourist Commission to levy a hotel occupancy tax to fund the commission operations, not to exceed 4%, and otherwise to provide with respect thereto. ITEM NO. 69: To abolish the Houma Housing Authority and to provide for the creation of the Houma-Terrebonne Housing Authority, and otherwise to provide with respect thereto. ITEM NO. 70: To legislate relative to providing compensation for certain members of the Houma-Terrebonne Regional Planning Commission, place limitations thereon, and otherwise to provide with respect thereto. ITEM NO. 71: To amend Title 56 of the Louisiana Revised Statutes of 1950, relative to the Natural and Scenic River System, to authorize repair and maintenance of dams, removal of weirs, and otherwise to provide with respect thereto. ITEM NO. 72: To amend and repeal certain provisions of law relative to the power to appoint, discipline, and discharge police personnel in the city of Crowley, and to provide for related matters. ITEM NO. 73: To repeal certain local acts creating and providing for a municipal employees civil service system in the city of Thibodaux, and otherwise to provide with respect thereto. ITEM NO. 74: To amend Title 46 of the Louisiana Revised Statutes of 1950, relative to the membership of the Board of Commissioners of Hospital Service District No. 1 of Vermilion Parish, and otherwise to provide with respect thereto. ITEM NO. 75: To amend Title 33 of the Louisiana Revised Statutes of 1950, relative to the Orleans Parish Law Enforcement District, to remove conflicting provisions, to create a board to govern the district, and otherwise to provide with respect thereto. ITEM NO. 76: To amend and reenact R. S. 13:971 to provide for fees for court reporters for the Twenty-seventh Judicial District, and otherwise to provide with respect thereto. ITEM NO. 77: To amend and reenact R. S. 13:847 to increase the attachment fees and to add certain processing fees for traffic tickets processed by the office of the clerk of court in Jefferson Parish, and to provide for related matters. ITEM NO. 78: To legislate relative to adding filing and processing fees in the First and Second Parish Courts for the parish of Jefferson and the Twenty-fourth Judicial District Court for all expungements filed and processed by the office of the clerk of court in Jefferson Parish, and to provide for related matters. ITEM NO. 79: To legislate relative to adding a processing fee to be paid to the clerk of court of Jefferson Parish, and to provide for related matters. ITEM NO. 80: To legislate relative to the distribution of the bail-bond premium fees remitted in the Twenty-second Judicial District, and to provide for related matters. ITEM NO. 81: To authorize the sale of certain state property in Grant Parish by the Department of Health and Hospitals to the Grant Parish Police Jury, and to provide for related matters. ITEM NO. 82: To provide for the sale of certain tracts of land in Caddo Parish to the respective lessees, and to authorize the state to sell such property to the lessees, and otherwise to provide with respect thereto. ITEM NO. 83: To provide for the creation of a Delta Downs taxing district in Calcasieu Parish, to provide for economic development and gaming control purposes, to provide for governance, powers, duties, and functions and creation of an education excellence fund and its uses, and to provide relative thereto. ITEM NO. 84: To authorize the St. John The Baptist Parish Library Board of Control to pay certain per diem to its members, and otherwise to provide with respect thereto. ITEM NO. 85: To amend and reenact R.S. 14:98(C)(2) to provide with respect to imposition of sentence without the benefit of parole, probation or suspension of sentence for the crime of operating a vehicle while intoxicated and to provide for related matters. ITEM NO. 86: To legislate with respect to Louisiana State Employees Retirement System, to provide relative to the pilot program, authorizing partial repayments of funds, created in R. S. 11:537, and otherwise to provide thereto. ITEM NO. 87: To amend the Constitution of Louisiana to authorize local governments to donate certain revenues for industrial development purposes and to provide for related matters. ITEM NO. 88: To amend and reenact R.S. 40:964 relative to controlled dangerous substances, and otherwise to provide with respect thereto. ITEM NO. 89: To legislate relative to ex-officio notaries of the offices of sheriffs, to provide for administration of certain oaths and execution of certain affidavits by said ex-officio notaries, and to provide for related matters. ITEM NO. 90: To amend and reenact R.S. 33:1428 to provide for fee increases for civil matters for the offices of sheriffs and otherwise to provide with respect thereto. ITEM NO. 91: To amend Title 6, Title 9, and Title 51 of the Louisiana Revised Statutes of 1950, all relative to residential mortgage brokers and lenders, to revise definitions, to provide for the conducting of residential mortgage lending activity, to provide with respect to advisory opinions and interpretations by the commissioner of financial institutions, to distinguish residential mortgage loans, to provide for the licensing of mortgage brokers and lenders, and otherwise to provide with respect thereto. ITEM NO. 92: To legislate with respect to law enforcement authority and jurisdiction of deputy sheriffs who are members of certain task forces, and to provide for related matters. ITEM NO. 93: To amend and reenact R.S. 39:87.4(A), relative to performance based budgeting, to provide for circumstances under which rewards and penalties may be provided, and otherwise to provide relative thereto. ITEM NO. 94: To legislate relative to victims of sexual offenses, to provide for confidentiality of the victim, to provide for access to information by certain persons, and to provide for related matters. ITEM NO. 95: To amend Title 11 of the Louisiana Revised Statutes of 1950, to provide with respect to employee credit accounts, to provide with respect to the payment therefrom of employer contributions and the balance of previously accumulated excess employer contributions applicable to the Louisiana School Employees Retirement System and to provide relative thereto. ITEM NO. 96: To amend Title 13 and Title 17 of the Louisiana Revised Statutes of 1950, to provide for proper venue for suits against hospitals and personnel of the medical centers within the health care services division of the Louisiana State University system, to provide that such provision shall be retroactively applied, and to provide with respect thereto. ITEM NO. 97: To amend Title 11 of the Louisiana Revised Statutes of 1950, to provide with respect to earnings limitations of certain disability beneficiaries and to provide relative thereto. ITEM NO. 98: To amend Title 11 of the Louisiana Revised Statutes of 1950, to provide with respect to cost of living adjustments for eligible justices, judges and surviving spouses who are not members of the Louisiana State Employees Retirement System and otherwise to provide with respect thereto. ITEM NO. 99: To amend and reenact R.S. 17:87.8(A) relative to procedures for renting or leasing of sixteenth section lands for hunting or trapping purposes, to provide for submission of a teller's check or an official check issued by a bank with a bid proposal, and to provide for related matters. ITEM NO. 100: To repeal certain provisions of the Pharmacy Practice Act relative to hospital pharmacies and to provide with respect thereto. ITEM NO. 101: To amend Title 6 of the Louisiana Revised Statutes of 1950, to authorize banks to utilize letters of credit issued by the Federal Home Loan Bank, and to provide for related matters. ITEM NO. 102: To amend and reenact R. S. 6:766.1, relative to savings and loans and other associations, to provide for the disposition of funds in certain accounts upon the death of the depositor, and to provide for related matters. ITEM NO. 103: To amend Title 6 of the Louisiana Revised Statutes of 1950, to provide for higher lending limitations for a savings bank with respect to the amount of loans which can be made to one borrower, and to provide for related matters. ITEM NO. 104: To amend the Code of Criminal Procedure to allow a clerk of court to deposit cash received as surety for bail in interest bearing accounts, and to provide for related matters. ITEM NO. 105: To amend and reenact R. S. 11:780 of the Teachers Retirement System, to allow retirement beneficiaries to earn income in an amount not to exceed the difference between their benefits and the poverty level, and otherwise to provide with respect thereto. ITEM NO. 106: To amend the Code of Civil Procedure relative to interdiction and curatorship, to provide for types of interdiction, termination of interdiction, responsibilities of certain curators, petition and venue of interdiction proceedings, service of citation, and otherwise to provide with respect thereto. ITEM NO. 107: To amend the Professional Accounting Corporations Law, to provide for compliance with newly enacted Louisiana Accountancy Act, and otherwise to provide with respect thereto. ITEM NO. 108: To amend Title 37 of the Louisiana Revised Statutes of 1950, relative to accountants, to provide for legislative findings, to provide for fees, to limit the amounts thereof, and otherwise to provide with respect thereto. ITEM NO. 109: To amend the Code of Civil Procedure, to provide for the random assignment of cases, to authorize duty judges to hear emergency matters, and to provide for related matters. ITEM NO 110: To amend Title 42 of the Louisiana Revised Statutes of 1950, relative to the Compensation Review Commission, to provide for the powers, duties and functions of the commission, to provide for commission reports, to provide for effectiveness and implementation of commission recommendations, to provide for payment of commission expenses, and to provide for related matters. ITEM NO. 111: To amend Title 32 of the Louisiana Revised Statutes of 1950, relative to used motor vehicle dealers, to exempt dealers from maintaining minimum required liability insurance coverage on certain all-terrain vehicles, to provide relative to the denial, revocation, or suspension of licenses, and to provide for related matters. ITEM NO. 112: To legislate relative to the transfer of the Unclaimed Property Program from the Department of Revenue to the Department of the Treasury and otherwise to provide with respect thereto. ITEM NO. 113: To amend Title 9 and Title 12 of the Louisiana Revised Statutes of 1950, relative to Limited Liability Companies, to provide for filing of annual reports, to provide for fee to be paid by Limited Liability Companies to the Secretary of State for filing of annual reports, to increase fees to be paid by registered foreign partnerships to the Secretary of State, and to provide for related matters. ITEM NO. 114: To amend Title 33 of the Louisiana Revised Statutes of 1950, relative to the creation of infrastructure development districts in East Baton Rouge Parish, and to provide for related matters. ITEM NO. 115: To amend Title 33 of the Louisiana Revised Statutes of 1950, to authorize Jefferson Parish to levy and collect special assessments for public improvements, and otherwise to provide with respect thereto. ITEM NO. 116: To amend and reenact R. S. 17:71.5, relative to the redistricting of the Terrebonne Parish School Board, to require the school board to redistrict itself under certain circumstances, to provide relative to procedures to be used in such a redistricting, and to provide for related matters. ITEM NO. 117: To amend Title 13 of the Louisiana Revised Statutes of 1950, relative to fees in civil matters, to authorize the assessment and collection of additional fees in civil matters for the benefit of non-profit organizations providing shelter for battered women and their children, to provide for disposition of such fees, and to provide for related matters. ITEM NO. 118: To amend and reenact R. S. 48:461.26 relative to the designation of the U.S. 90 corridor as a parkway and otherwise to provide with respect thereto. ITEM NO. 119: To amend Title 51 of the Louisiana Revised Statutes of 1950, to authorize political subdivisions to perform installation inspections on manufactured houses, and to provide for related matters. ITEM NO. 120: To legislate relative to the naming of the U.S. 90 bridge connecting Berwick and Morgan City in honor of Lionel J. Grizzaffi. ITEM NO. 121: To legislate relative to raising the age of persons eligible to receive special education services at the Louisiana Special Education Center and the Cerebral Palsy Center to thirty-two years of age, and to provide relative thereto. ITEM NO. 122: To modify the provisions of the Tuition Opportunities Program for Students to allow the use of Opportunity, Performance, and Honors Awards for the pursuit of either academic or technical training. ITEM NO. 123: To amend Title 32 of the Louisiana Revised Statutes of 1950, relative to the number of years of experience a broker must have prior to appointment to the Louisiana Motor Vehicle Commission. ITEM NO. 124: To amend and reenact R. S. 46:286.1 relative to the Kinship Foster Care Program, to eliminate the three year limit on foster care payments to kinship foster parents, and to provide for related matters. ITEM NO. 125: To legislate relative to increasing the cap on interest earnings contained in the 1999-2000 Capital Outlay Act from $5,000,000 to $6,060,329. ITEM NO. 126: To legislate relative to prohibiting the possession or use of alcoholic beverages at the youth center in Bunkie when the facility if being used by youth groups, and otherwise to provide with respect thereto. ITEM NO. 127: To amend Title 14 of the Louisiana Revised Statutes of 1950, relative to the theft and illegal possession of stolen firearms ITEM NO. 128: To legislate relative to the Louisiana State University health care services division, and to provide for related matters. ITEM NO. 129: To provide for a special state-wide election to submit proposed constitutional amendments to the electors, and to provide relative thereto. ITEM NO. 130: To amend and reenact R. S. 47:1711, to authorize a property owner to waive all or a portion of the homestead exemption, and otherwise to provide with respect thereto. ITEM NO. 131: To create the River Parish Convention, Tourist and Visitors Commission in the parishes of St. Charles, St. John the Baptist, and St. James, and otherwise to provide with respect thereto. ITEM NO. 132: To amend and reenact R.S. 46:2673 and 2674 relative to Medicaid-funded adult residential assisted living pilot project, and to provide for related matters. ITEM NO. 133: To authorize the clerk of court of the parish of East Baton Rouge to purchase or lease one or more automobiles, and otherwise to provide with respect thereto. ITEM NO. 134: To amend Title 4 of the Louisiana Revised Statutes of 1950 to authorize account wagering through any licensed facility where live horse racing is conducted located in any municipality having a population in excess of 450,000, and otherwise to provide with respect thereto. ITEM NO. 135: To name the 2nd Circuit Court of Appeals Building in Shreveport in honor of Justice Pike Hall. ITEM NO. 136: To amend and reenact R. S. 6:1002, R. S. 6:1005, R. S. 6:1009, and R. S. 6:1010, to revise provisions of the Louisiana Check Cashing Law and otherwise to provide with respect thereto. ITEM NO. 137: To amend Title 4 of the Louisiana Revised Statutes of 1950, to authorize the state to enter into an interstate horse racing compact and otherwise to provide with respect thereto. ITEM NO. 138: To amend and reenact R. S. 4:214 to allow personnel licensed by the Louisiana Racing Commission on official business to enter off-track waging facilities at no charge and otherwise to provide with respect thereto. ITEM NO. 139: To legislate relative to vendors compensation, and otherwise to provide with respect thereto. ITEM NO. 140: To legislate relative to the use or allotment of revenues from the sale and use tax levied by the Louisiana Tourism Promotion District, and to provide with respect thereto. ITEM NO. 141: To amend Title 39 of the Louisiana Revised Statutes of 1950, to provide for the exemptions from the state professional, personal, consulting, and social services procurement procedure for an institution of higher education or other agency of higher education to purchase services with federal funds appropriated to the institution for the purpose and subject to federal grant administration and audit requirements and otherwise to provide with respect thereto. ITEM NO. 142: To amend Title 39 of the Louisiana Revised Statutes of 1950, to provide for an exception to the three year maximum limit for contracts or amendments to existing contracts issued to institutions of higher education for research, educational infrastructure development activities, to a period that corresponds to the term of the federal grant, and to provide for related matters. ITEM NO. 143: To amend Title 11 of the Louisiana Revised Statutes of 1950, regarding the modification of benefits of beneficiaries participating in vocational rehabilitation programs which furnish medical equipment and require gainful occupation and otherwise to provide with respect thereto. ITEM NO. 144: To amend Title 17 of the Louisiana Revised Statutes of 1950, to permit an otherwise eligible applicant who took an ACT test after graduating from high school in 1999 but before July 1, 1999, to qualify for the Tuition Opportunity Program for Students, and to provide for matters related thereto. ITEM NO. 145: To amend and reenact R. S. 18:1483(14)(a)(i) and (ii) to specify that partnerships and other legal entities are entities that can be considered a political committee and to change the reference to supporting or opposing "any candidate, proposition, recall or political party" to "one or more candidates, propositions, recalls, or political parties". ITEM NO. 146: To authorize certain qualifying political subdivisions to issue certain indebtedness; to authorize certain departments and agencies of the state and certain political subdivisions to enter into certain agreements and/or cooperative endeavors with regard to the use of the proceeds of such indebtedness; to create a special permanent trust fund in the state treasury and provide for the use of funds deposited in such fund and earnings on such deposits. ITEM NO. 147: To amend Title 40 of the Louisiana Revised Statutes of 1950 relative to amusement attractions and rides, to provide for inspection and regulation of air supported structures, to provide for regulation of all non-motorized rides and attractions, to provide fees for inspection, to provide for exemptions, and otherwise to provide relative thereto. ITEM NO. 148: To amend and reenact R. S. 30:2075.2, to authorize the secretary of the Department of Environmental Quality to consider the compliance record of a permanent applicant when deciding whether to require the applicant to provide and maintain bond or other financial surety as condition for receiving a discharge permit for privately owned sewerage treatment facilities, and to provide for related matters. ITEM NO. 149: To amend Title 6 and Title 9 of the Louisiana Revised Statutes of 1950, to extend the effective date which requires sellers in consumer credit sales for a motor vehicle to make certain disclosures to their customers, and otherwise to provide with respect thereto. ITEM NO. 150: To amend and reenact R. S. 33:103(C)(1)(d), to increase the per diem of the members of the West Baton Rouge Planning and Zoning Commission, and to provide for related matters. ITEM NO. 151: To repeal R. S. 42:66(L)(2)(b), relative to the exceptions for deputies who serve as constables or marshals in certain jurisdictions after the expiration of the term for which the constable or marshal was elected. ITEM NO. 152: To rename a portion of the U. S. Highway 61 in St. Charles Parish from Airline Highway to Airline Drive, and to provide for related matters. ITEM NO. 153: To amend Title 40 of the Louisiana Revised Statutes of 1950, relative to the Louisiana Rural Hospital Preservation Act, to revise the definition of rural hospital by expanding the criteria to include additional hospitals, and to provide for related matters. ITEM NO. 154: To amend and reenact R. S. 48:1831, to redesignate portions of Jean Lafitte Scenic Byway and to provide for related matters. ITEM NO. 155: To amend and reenact R. S. 47:1908, to increase the annual allowance of the Iberia Parish Assessor and to provide for related matters. ITEM NO. 156: To amend Title 11 of the Louisiana Revised Statutes of 1950, to permit the pension fund of the Employee Retirement System of the Sewerage and Water Board of the city of New Orleans to be used to pay fees for the plan sponsorship, to provide examples of such fees, and to provide for related matters. ITEM NO. 157: To amend Title 33 of the Louisiana Revised Statutes of 1950 relative to the creation of a drainage improvement formula for the New Orleans City Sewerage and Water Board, to develop a drainage improvement formula for equitable spending of drainage monies throughout the city of New Orleans, to require that the board develop and submit a time table of improvement projects, and to provide for related matters. ITEM NO. 158: To designate Fire Protection District No. 6 of Natchitoches Parish a general purpose political subdivision for purposes of community block grant programs, and to provide for related matters. ITEM NO. 159: To repeal certain requirements that the Legislative Auditor complete the first round of performance audits within five years and to provide with respect thereto. ITEM NO. 160: To authorize the exchange of certain state property in St. Martin Parish for certain properties owned by the St. Martin Land Company, and otherwise to provide with respect thereto. ITEM NO. 161: To legislate relative to the population data provided by the U.S. Census Bureau to be used for redistricting purposes, and otherwise to provide with respect thereto. ITEM NO. 162: To authorize the governor to negotiate, enter into, and sign a compact between the state and any federally recognized Indian tribe, and otherwise to provide with respect thereto. ITEM NO. 163: To authorize supplementing the salaries of certain teachers compensated by the French Government for teaching services provided in Louisiana by the employing school, other organizations, or local, state, or federal educational organizations or foundations. ITEM NO. 164: To legislate relative to the Louisiana Agricultural Finance Authority and the Department of Agriculture and Forestry, to provide relative to the powers, duties, and functions, and otherwise to provide with respect thereto. ITEM NO. 165: To legislate relative to increasing the membership of the North Lake Charles Economic Development District, and to provide for related matters. ITEM NO. 166: To amend Title 13 of the Louisiana Revised Statutes of 1950, relative to the City Court of Slidell, and otherwise to provide with respect thereto. ITEM NO. 167: To amend Title 33 of the Louisiana Revised Statutes of 1950, relative to the authority of the Alexandria Central Economic Development District, and otherwise to provide with respect thereto. ITEM NO. 168: To authorize the secretary of the Department of Health and Hospitals to provide an extension of the completion deadline for nursing home beds which have been approved but are not yet enrolled in the Medicaid program, so long as construction on those beds began prior to June 20, 1998, financing for them has been approved, and a request for an extension due to circumstances beyond the applicant's control was made to the department prior to December 31, 1999. ITEM NO. 169: To provide with respect to the method used to calculate retirement benefits of certain district court judges who retire due to the creation of subdistricts or a district; to provide for retroactive application; and to provide for related matters. ITEM NO. 170: To legislate relative to the abandonment of infants or children to provide for the parents responsibility; to provide for the responsibilities of facilities or providers; to provide for the state responsibilities regarding such infants or children; and provide for related matters. ITEM NO. 171: To legislative relative to the Cancer Control Program for breast cancer in the state of Louisiana and to provide for related matters. ITEM NO. 172: To legislative relative to the authority and powers of the Shreveport Airport Authority and to provide for related matters. ITEM NO. 173: To amend Title 47 of the Louisiana Revised Statutes of 1950, relative to the duties and responsibilities of the Louisiana Tax Commission regarding procedures for the contesting of final determinations of the Commission, including the use of payment under protest and the use of segregated funds and protracted litigation over disputed amounts, and expediting trial and disposition of ad valorem tax suits, and to provide for related matters.
